PORTLAND, Ore. — The city of Portland announced Thursday morning that it has reached a deal with the larger of two city employee unions that are on the verge of striking amid drawn-out contract negotiations. The parties reached a tentative agreement after almost 18 hours of state-mediated bargaining, according to a joint news release from the city and union.
