Oregon releases maximum rental increase for 2025

Gov. Tina Kotek signed Senate Bill 611 into law in July 2023, which set a state-mandated upper limit of 10% for residential increases.

PORTLAND, Ore. — Landlords will be allowed to increase rent no higher than 10% in 2025, the Oregon Department of Administrative Services (DAS) announced on Monday. The cap applies to rental units that are 15 years and older. 

Since 2019, Oregon law has required DAS to calculate the maximum allowable annual rent increase, and publish it online by Sept. 30 each year. The amount is calculated as 7%, plus the Consumer Price Index — a measure of inflation — or 10%, whichever
